To the Minister of Science and Education of Ukraine

Dear Prof. Tabachnik,

On 9 June 2010, I sent an e-mail to the President of Kharkov V. N. Karazin National University on a rather urgent matter. Up to now, I did not receive any reaction.

Meanwhile, time is pressing since the conference, mentioned in that letter, opens soon, so the Ukrainian co-author of our joint talk, Dr. Oleg Zaslavskii, should leave Kharkov for Moscow on 26 June. For this reason, I ask you to intrude immediately. Below I put a copy of my letter to Prof. Bakirov. It is self-explanatory.

I only want to add that I know well from Oleg that your country declares very loudly that it intends to follow European standards. Therefore, I believe that you want to take care of the reputation of one of your best universities and your own organization. If so, I hope very much that the current problems can be solved in the sense of cooperation and good will.

Dear Prof. Bakirov,

I have been collaborating fruitfully with a scientist of your university Oleg Zaslavskii for more than 4 years. Now, Oleg is going to report some our results on a Gravitational conference in Moscow. I was very surprised to hear that the Chief of your International Department Mr. Bolotny tries this talk to be subjected to strong censorship in the form of so-called "act of expertise". He declared that without this, Zaslavskii will not be allowed to make a scientific trip to this conference.

Actually, evaluation by "experts" whether government secrets can be contained here is totally and absolutely an absurd. 1) This is clear already from the title: "Entropy of quasiblack holes". 2) These results are already published anyway in Physical Review D. 3) Secrets of and from which country do you intend to defended against? Ukraine from Russia? Ukraine from Portugal? But I already know my own results of our joint work. In addition, I know that Ukraine pretends to be a democratic country but this is inconsistent with implementing such type of censorship.

Oleg told me a similar outrageous story that already happened in your university. An astronomer from Germany, Zigfried Frank delivered a talk on the seminar of the Institute of Astronomy in April 2009. And, as Oleg told me, Mr. Bolotny forced them to put in order "the act of expertise". To defend German secrets from Ukrainians, I guess? This is very funny to say the least. I did not expect such a degree of absurdity in one of leading universities of modern Ukraine.

Returning to my case, I want to emphasize that the absurd requirements of your Chief of the International Department touch not only Oleg but also me personally and my Institute since they concern the joint results obtained during Oleg's visits by our own invitation. And, I protest strongly against attempts of your university to introduce censorship and decide whether or not my results will be allowed to be delivered on a conference or somewhere else. To summarize, it is clear that the aforementioned department and his chief act strongly against international collaboration.

I completely support Oleg's intention not to fill the absurd "act of expertise" which is actually an obvious manifestation of censorship.

Moreover, if I learn that due to efforts of Mr. Bolotny and with your connivance, Oleg will not be allowed to deliver our results on the conference in Moscow, this shameful story, with all details and names, will receive further publicity.

Є всі підстави вважати, що за цю бучу професор Олег Заславський незабаром буде звільнений на радість його колегам, які не розголошують державні таємниці під час міжнародних колаборацій, бо не беруть у них участь. Таким чином, нарешті, ряди українських науковців буде очищено від паріїв, які крокують не в ногу. Українській науці такі не потрібні! І то правда: раптом треба буде, наприклад, забезпечити явку студентів на вибори, а вони згадають, що це порушення закону... Втім, є і простіше пояснення: елементарна заздрість.
